I have a 2008 Parti Kraft tri-toon and wonder if it has a bilge pump and how do I access it?

The manual says it is behind the outboard hatch.  I have 3" or more water in the center ski locker

bilge pumps should be wired to not shut off if the battery is disconnected or switch off, keeps boat from sinking. Bilge pumps will also have a switch to turn it on manually. The switch Should be on the dashboard. Can you see a pumpout opening for the water to exit? Possibly the pump is burned out or the attached switch is bad.
